Did Trump declare war with North Korea?

North Korea accuses Trump of declaring war. Due to Trump's speech at UN meeting last week, where the president had warned that the U.S. would have "no choice but to totally destroy North Korea." Foreign Minister Ri Yong Ho said that this mean that North Korea could target and shoot down U.S. bombers in return. Although, The White House responded that the U.S. had not declared war on Monday but Geopolitical tension is increasing.
In my opinion, the rising tension on Korea peninsular may effect greenback weaker and Wall Street also may drop. For Europe stock markets may also fall as well as Tokyo stock market may get the negative from falling U.S. and European markets. In contrast, gold price may get support to boost again as investor are scared of possible warfare. However, U.S. dollar may not drop lower or may possible rise up, if Yellen confirms to increase the interest rate.
Oil price jumped 3% over night as Turkey threatening to cut crude flows from Iraq's Kurdistan region to the outside world. I think Brent may take a breath or may increase a little bit today. The long-term trend may stay bullish if OPEC control to reduce oil supply. Rising oil price may also affect the U.S. consumer confidence at 21.00. If consumer confidence is lower than 120, it may give negative for USD.
